§ 01 — WHAT'S CHANGING
Commission Regulation (EU) 2023/1545, published on 26 July 2023, amended the EU Cosmetics Regulation (EC) No 1223/2009. It adds 56 fragrance allergens that must be named individually in the ingredient list when they exceed 0.001% in leave-on products or 0.01% in rinse-off products.
Two dates apply. New products placed on the EU market must reflect the expanded list from 31 July 2026; products already on the market have until 31 July 2028 to sell through or be withdrawn.
